Kensei Hiwaki is a Professor of International Economics with Tokyo International University. He earned a BA in 1970 from Drew University, New Jersey, a MA in 1972 from Duke University, North Carolina and a Ph.D. from The City University of New York. As Professor with Tokyo International University, he has served as Exchange Professor to Willamett University, Oregon, in 1984 and as Visiting Professor to College of Europe – Graduate School of European Studies, Bruges, Belgium in 1990/91. He has also been a regular Guest Professor to the Joint Japan-World Bank Graduate Scholarship Program at the University of Tsukuba, Japan.

Since 2000, Prof. Hiwaki has been Co-Chairman of the International Conference on Systems Research, Informatics and Cybernetics, which is held annually in Baden-Baden, Germany. At the international conference, he has organized and chaired three Symposia on Sustainable Development and two Symposia on the Celtic Civilization, presenting respective keynote addresses. He has researched and published in sustainable development; long-term theories of interest, employment and trade; culture of peace; global welfare; education; international economics; and Japanese economy; and society-specific cultures, among other areas.

In 2002, he delivered an invited paper entitled “An Economic Approach to the IT Revolution: Short-term Effects and Long-term Prospects” at the International Conference on Economic Cooperation in East Asia, held in Tsukuba, Japan, June 18th; an invited paper entitled “Education, Thought Frame, and Important Issues of the 21st Century” at ISSEI 2002, held in Aberystwyth, Wales, U.K., July 22-27; a keynote address entitled “Why Does Sustainable Development Require Enrichment of Cultures Worldwide?” and another keynote address entitled “Celts and Diverse Human Cultures” at InterSymp 2002 – 14th International Conference on Systems Research, Informatics and Cybernetics, held in Baden-Baden, Germany, July 29th-August 3rd; and the Keynote Address entitled “Cultural Enrichment and Diversity for the Advancement of Positive Global Solutions” at the First International Conference of the BWW Society/the Institute for the Advancement of Positive Global Solutions, held in Saint Germain-en-Laye, France, August 4th-8th.

Also in 2002, Prof. Hiwaki wrote an article entitled “Sustainable Development and A Culture-Integrated Theory of International Trade”, the Journal of the BWW Society, Vol. II, No. 1 (January/February 2002) and another article in Japanese entitled “Heiwa-Bunka to Jizokukano-na-Hatten: Kendo-Seishin karano Sekkin” (“Culture of Peace and Sustainable Development: An Approach from the Kendo Spirits and Teachings”), the Journal of Tokyo International University (edited by the School of International Relations), No.8 (2002).
